Automatic Otto is one of the car bandits in Downtown CityVille. He's one of the two available when the Downtown Police Station is upgraded to Level 2. You need 3 available officers to capture him.

Capturing[]
To capture a bandit, first collect rent from any of your businesses in the city you have a Downtown Police Station. When collecting rent from a business, you have a 20% chance of having a car bandit appear. They will appear in your city and drive around the same way the citizens do except they also have a small box over their head. Click this box to capture them. 2 officers need to be on patrol to catch Automatic Otto. If you've previously captured bandits, you will need at least 3 Cups of Coffee to get your police to work.
