The City Light is an item needed to complete the 
Check In Time! and 
Your Time To Shine! Goals. These are also used to advance your Light Level, allowing you to expand into the Famous Nightlife District.
Collecting from City At Night Buildings gives you a 10-100% chance at collecting a City Light. These can only be collected during Night.
Changing from Day to Night, and back, simply requires you to click on the light switch located below the Experience/Level bar at the top of the game. This requires the 
Majestic Plaza to be fully built.
