The City Sign is a free 2x12 Community Building, given at the start of a goal. You must be at least 
Level 20. The quest begins with the goal 
Sign Of The Times! Clicking on the Sign itself will give you the menu to upgrade it. Removal sends it back to your inventory, though you will have to rebuild it.
The 4 Letter Sign is 4x2, begins with the goal 
To The Letter! and works the same way as the larger sign. If it appears in your Inventory, it will be shown at the start of the "Other" category.
The City Sign does allow more Downtown Value and can be placed Downtown if you like. Collecting from City Sign Residences will give you a random chance at one of the building materials.
This is a new item type that can be personalized. You are allowed to choose up to 10 typed characters to make the wording of your sign. Of course the "4 Letter Sign" allows up to 4 letters. The wording can be changed at any time. It can also be rotated.
All materials for the level you're building will be erased from inventory as soon as you complete that level. You can't stockpile them. For example: If you have 12 Steel Letters, and need 8 to complete a level, your total will still be reduced to zero. If you have 3 Letter Stands, and the level doesn't need any, you get to keep them all. (So give away any extras - of the types you're about to use - before upgrading.)
HINT: Place and keep Steel Outlines on your Wishlist once you have one. You will be needing a lot of them.
