The Color Geyser is a free 2x8 Community Building that allows up to 
3,000 Population. The quest begins with the goal 
Place Your Geyser. Clicking on the Geyser itself will give you the menu to upgrade it. Removal sends it back to your inventory, though you may have to rebuild it.
The Color Geyser does not allow more Downtown Value but can be placed Downtown if you prefer. Collecting from Geyser Buildings will give you a random chance at one of the building materials. The more expensive the building, the better the drop rate.
HINT: Place and keep Caving Lights on your Wishlist once you have one. You will be needing a lot of them.
Upgrading it requires parts from Geyser Buildings. These buildings can drop a Red Mineral, Green Mineral, Blue Mineral or Caving Light.
They are the: Bushwick Apartments, Camping Resort, College Library, Geothermal Plant, Green Efficiency House, Japanese Hot Spring, Meyerhold Mansion, Natural History Museum, Outdoor Lounge, Ranger Station, RV Stop, The Hat Rack and Treeline Terrace.
