The European District is an 8x8 Neighborhood available in CityVille. This one is different, in that it stores businesses and community buildings, as well as residences. 12 of each can be stored on 3 levels for a total of 36 buildings. Neighbors are needed to staff half of the building slots. 25 building materials are needed for to add one level to a section. The same materials are used twice.
All items stored must be from a European country. This is available for free when placed during the Districts Are Here! Goal. Additional ones can be bought for 500,000 Coins.
The three sections are: European Mall, European Neighborhood, and European Civic Center. Visit them to see which buildings are accepted.

Level 1: Requires 2 Staff Members. Starts with a 5% income bonus.
Level 2: Requires 2 Staff Members, and 25 materials. Increases bonus income to 10%.
Level 3: Requires 2 Staff Members, and uses the same 25 materials. Increases bonus income to 15%.
Civic Center[]All Levels: Require 2 Staff Members, and the same 25 materials.
