Explorer Population is different from the normal 
Citizen Population. It can only be increased by building Explorer Residences. To allow more Explorer Population in your city, you need to build Explorer Community Buildings.
When expanding, your Explorer Population will be combined with your normal Population.
Once the Explore The World Event ends, the Explorer Population/Allowance will be added to your total population/allowance and Explorer Population will change to regular citizens.
