Fair Carousel is one of the Goals in CityVille. It was released on December 2nd, 2010. First you had to build the Carousel by buying it in the community buildings tab in the Build Menu for 25000 Coins. Than Zynga removed the carousel from the build menu and made changes in the previous goal to make the carousel a gift in our inventory. Now, the carousel is not a gift, is not in the Build Menu, it can only be placed from the Fair Carousel quest.
