Holiday Population is different from the normal 
Citizen Population. It can only be increased by building Finding Santa Buildings. To allow more Holiday population in your city, you need to build Holiday Community Buildings.
Once the Welcome To Santa Claus Village! ends, the Holiday population/allowance will be added to your total population/allowance and Holiday citizens will change to regular citizens.
