The Monster Part Claim Area is a 5x5 upgradeable Halloween 2014 and Underwater Halloween community building in CityVille. This can only be placed in the  Underwater.

It is available for free when placed during the  Tragedy Of Monsters Goal and takes  12 Energy to build. It requires 5 different materials to complete each level. Once fully built, it allows an extra  6,000 Underwater. Collecting from this every 24 hours will give the player  250 Coins.
