Pigeon Swarm is one of the timed goals in CityVille.
Pigeons swarmed your City Hall. If you had more than one City Hall, they would only swarm the first one you built. You have to ask help from your neighbors staffed in the City Hall for rewards.
You have 2 days to complete this timed goal. Depending on how many neighbors respond to your help, your reward will vary. Depending on the level of your City Hall, the rewards will be different.
This goal has been removed as of September 12, 2011 and was superseded by the 
Campaign Committee goal.

50,000 Coins - 3 neighbors needed to respond- 100 XP - 6 neighbors needed to respond
- 5x Zoning Permit - 10 neighbors needed to respond
- 10,000 Coins - 2 neighbors needed to respond
- 30 XP - 4 neighbors needed to respond
- 3x Zoning Permit - 6 neighbors need to respond
- 2,500 Coins - 1 neighbors needed to respond
- 20 XP - 2 neighbors needed to respond
