A building that is issued free as part of the 
Rain Is Here! goal.
Once built, your city will have days of rain or sun. The Tower will give you several days of weather prediction. During rain you can give Umbrellas to citizens who have an umbrella pointer above them. This can give you extra coins, experience, goods and zoning permits. Supplying every citizen who needs an umbrella will give you another, larger bonus.
Collecting from crops on rainy days gives you 15% bonus goods.
Removing it sends it to your Inventory.
NOTE: You can turn the falling rain graphics on or off by visiting the Tower and clicking the 'Effect On/Off' button in the upper right.
