The Zoning Permit Center is a 5x5 community building in CityVille.
It is available for free when placed during the Place The Center! Goal and takes 5 Energy to build. It requires 5 different materials to complete each level. Once fully built, it allows an extra 2,500 Population. Collecting from this every 24 hours will give the player 500 Coins, 
3 XP, and a varying amount of Zoning Permits at all levels.
Although not stated, player's will only receive Zoning Permits when collecting from this up to a certain point. At Level 1, player's will only receive them for the first 25 times; 45 at Level 2, and; 65 at Level 3. The appearance does not change when upgrading this.
This has a monetary value of 500,000 Coins. Removal sends it to the Inventory.
